Ms. Kulakovskaya is a graduate of the Belarusian State University in both Law and Economics.

Ms. Kulakovskaya has worked for “Vlasova, Mikhel & Partners” since 2007.
Ms. Kulakovskaya specialises in Taxation, Regulation of Foreign Economic Activity, and International Investments. She has been working as a legal counsel in the field of tax and contract law within the realisation of investment projects (construction, electroenergetics, petroleum trade) where she has been involved in the forming and evaluation of price formation mechanism, evaluation of tax effects, and concept formation on tax effectiveness increase. Ms. Kulakovskaya has also acted as a legal counsel on tax issues including customs union issues, including indirect taxation and non-tariff regulation.
